GEN. BOROH ADVOCATES INDUSTRY-DRIVEN CURRICULUM FOR VOCATIONAL TRAINING CENTRES
The Special Adviser to the President on Niger Delta and Coordinator of the Presidential Amnesty Programme, Brig-Gen. Paul Boroh (Rtd) has again advocated the urgent need for a well-articulated national skills-driven curriculum for vocational training institutions in the country as a way of stimulating innovative and creative human capacities among young people in the society.

Gen. Boroh, who was represented by his senior reintegration officer and head of the Presidential Amnesty Vocational Training Centre, Kaiama, Mr Jude Gbaboyor, during an orientation programme for twenty delegates of the Presidential Amnesty Programme at Izisco Obos Institute of Maritime Studies and Technology, Warri, recently, reiterated that one other way to tackle the ever-rising challenges of unemployment and under-employment, “is to Source for alternative platform of meeting the skill needs of the youths, with a view to strengthening the link between vocational training institutions and the work place.
He said such synergy between the training institutions and the workplace should take the form of closely involving the industry in developing occupational standards, work-based verification and continuous assessment of trainees, adding that an industry-driven vocational training will enhance the quality of vocational skills to meet the needs of the society.
According to the Presidential Adviser, the Presidential Amnesty Programme was committed to the human capacity development among youths in the Niger Delta as a deliberate step to sustainably reintegrate the 30,000 ex-agitators captured under the Amnesty programme, informing that the programme, which started in 2009, had sponsored beneficiaries in various skill trainings in the areas of education and entrepreneurship, including, automobile engineering, auto electrical, auto manufacturing, auto maintenance, underwater welding, aviation, agriculture, tourism and hospitality, sports among others.
According to him, the Amnesty Programme has helped greatly in ensuring peace and stabilizing the Niger Delta region in no small way, adding that the federal government is consolidating on the achievements of the programme to develop and boost the economy.
In his remark, the director of Izisco Obos Institute of Maritime Studies and Technology, represented by the Head of Department of Welding, Mr. Obah Emamoke, who also doubles as Coordinator of the Authorized Training Body (ATB), said the institute is the only authorized training body in Delta state being duly accredited by the International Institute of Welding, saying that the institute had in the past trained and developed the capacity of many delegates from the Presidential Amnesty Programme .
He explained that the institute is also “the only recognized training institute in Delta state that offers courses in City & Guilds-London, from levels 1 to Z, in any profession” noting that “City & Guild is a UK authorized certificate that if you have up to levels 3, you can easily undertake a masters degree in any UK University; that is one of the opportunities we offer here in Izisco Obos Institute of Maritime Studies and Technology”.
The HOD added that “Izisco Obos Institute of Maritime Studies and Technology is approved by the National Board for Technical Education (NABTE) and NIMASA,” informing that all programmes conducted by the institute are duly approved by the federal government and relevant international accrediting bodies”.
Earlier in his speech, the vendor and CEO F.O.E Famous & Company, Mr. Famous Daunemighan had explained that the three months intensive course which is focused on electrical engineering is expected to produce electrical engineering technicians that can fit into industries that are into such areas like manufacturing, assembling, servicing, power generation, transmission distribution and utilization, telecommunications and other related industries.
According to him, at the end of the course, participants should be able to coordinate and supervise craftsmen in activities related to electrical/electronic engineering service.
He thanked the Amnesty Coordinator, Gen. Boroh for providing such a unique platform for youths of the Niger Delta region to become employers of Labour, self-reliant, just as he enjoined course participants to conduct themselves in a manner that would bring pride to the Presidential Amnesty Office, the Niger Delta region and the country at large.
